There are laws that govern bidding and the bid specifications to make sure everyone bidding has a fair chance. The Fire Pumper bid specs don’t seem to have fallen into the “fair” category.
After much controversy and additional information brought out by this blog, the BOC asked their attorney to look over the bid specs and report back. Their attorney informed them there were problems and the bids had to be thrown out.
Mr. Alexander told the BOC that he found differences between bid specs #2 and #3 that were unauthorized by the BOC. He also said that bid specs must stay the same throughout the process, and he recommended that the BOC not go forward with the bid.
Attorney David Ozburn suggested that they change the purchasing policy to have technical specifications written by an uninterested 3rd party for anything being bid over $100,000.
Of course, “no one is blame”, there is no accountability or responsibility in the process, and the county goes right on, pays to re-advertise again, and everything is great. However, citizens attending knew full well that someone had to change the bid specs, and the BOC and their attorney know it too.
