This is what the BOC was told by County Manager, Mike Benton, during the financial review at the 1/11/16 meeting.
Folks, whose fault is this? Comm. Salmon is busy blaming someone else at every meeting for whatever is brought up—the landfill, roads, code enforcement, etc. This EMS problem lies right at his feet and his colleagues on the BOC because they have allowed it to go on despite complaints.
TWG has repeatedly objected to Debria Murphy working 2 jobs—against the rules in the personnel policy. EMS employees have not been happy that she is being paid $12 an hour plus overtime at $18 an hour—significantly higher than parademics on the job for years (she is an EMT). And nothing was done about it until November 2015 when Debria “resigned” from EMS billing and now works exclusively on “her ambulance.”
Debria Murphy was not and is not who she claimed to be from the very beginning—remember she was first hired by Karen Degges to be an “auditor” for EMS billing. All this was a ploy to get rid of a good employee that had done her job for years, and replace that employee with someone Karen Degges and the BOC wanted.
Debria Murphy had billing problems in Putnam County when she worked there with James Gregory —as TWG pointed out in a May 22, 2014 blog. With Debria Murphy over EMS billing in Putnam County here’s what took place; the Putnam County audit for the year, FYE September 30, 2013, had a page devoted to the problems in the EMS billing—including 74% of all the billing was over 150 days old which amounted to $1,487,477.
According to the financials last night, Jasper County EMS revenue is $35,000 less than the year before after 6 months, and last year was less than the year before as well. As of 6 months ended 12/31/15, only $151,700 has been collected by EMS.
Has an audit of EMS ever been done? Comm. Pennamon asked for one last June; TWG has echoed that on 2 separate occasions. Answer—NOPE!
TWG has questioned other tactics of Debria Murphy as well, but she is still a Jasper County employee, and when something else happens, the BOC will shake their heads and exclaim, “How could we have known?!”
